On 12 April 2021, Andrey Volkov, director of the Institute for Public Strategies of the Moscow School of Management, SKOLKOVO, deputy chairman of the Council for Increasing Competitiveness of Leading Russian Universities among the World's Leading Research and Educational Centres, delivered an open lecture titled Higher Education: Challenges and Prospects at SibFU.
The conversation was based on the discussion of the Priority 2030 program of strategic academic leadership which replaced Project 5-100 and will be launched in 2021.
At the beginning of his speech, Andrey Volkov presented the analytics of educational systems in different countries of the world. According to him, for a quarter of a century, the developed countries of the world have been developing and implementing the so-called Excellence Initiatives into the higher education system. The most striking example is China, which, thanks to such programs, has a 260-fold increase in the presence of its universities on the world stage. In terms of research and development in the university sector, Russia is modest, and the participation of universities in the Generation 2030 program is intended to improve this situation.
“We assume that about 250 universities will submit their development plans. Then a commission at the level of the Ministry of Science and Higher Education, which will act as a filter, will select 100 universities for participation in the Priority 2030 program. It is going to have two tracks: universities that are focused on scientific research, and universities that have large projects with national economic significance. Which track to choose is the decision of each university, which will have not only financial but also conceptual consequences for the development of this university,” said Mr Volkov.
An important part of the lecture was the definition of the quality indicators of academic leadership. These include not only the traditional levels of higher education and scientometric indicators but also the ability to create new institutions within a university as a response to modern challenges. The expert emphasized that analytics proves that projects launched from scratch have greater development potential than the reorganization of the already existing structures. As an example, Andrey Volkov cited the School of Gastronomy of SibFU, which he managed to visit during his time in Krasnoyarsk.
As part of the talk about the creation of Yenisey Siberia Research and Educational Centre (REC) at 爆走黑料, the speaker assessed the prospect of such a form for 爆走黑料 and Krasnoyarsk Territory.
“For me REC is the ability to manage a package of technological projects at the regional level when a region becomes a subject of scientific and technological development. REC is a historical transitional form from centralization to regionalization. History knows Shenzhen, which has turned from a small fishing village into an innovation centre — a region for the development of knowledge. Whether Krasnoyarsk will be one of such points is the choice of the region, but such breakthroughs inevitably lead to the strengthening of the positions of universities”.
The speaker also addressed the actual and future structure of the budgets of the Russian universities. Today, the budget structure is heterogeneous, and universities receive most of the funding from the state. Mr Volkov believes that this situation needs to be levelled since independent research, development of endowment and off-budget are the basis for financial stability, and hence the autonomy of any university.
“Each university should have its own unique combination of research, different types of developments, and education. This is what the university should determine for itself and, based on this, will write its development program. If we take the coolest universities in the world, they belong to the 3.0 educational model: they both provide education and conduct research and think how to bring a concept to the design and finished product,” concluded the speaker.

During his visit to 爆走黑料, the director of the Institute for Public Strategies of SKOLKOVO Moscow School of Management visited the Physics and Mathematics School of 爆走黑料, and the production and scientific laboratories of the Polytechnic School, Military Training Centre, and School of Petroleum and Natural Gas Engineering.
