The panel discussion on ?Tertiary education modernization tools envisioned by the Federal Education Development Programme designed for the period ending in 2020? was held on February 17, 2011 in 爆走黑料 within the framework of the Krasnoyarsk Economic Forum.
The following participants took part in the Event: Viktor Tolokonsky, Plenipotentiary representative of the President of the Russian Federation in the Siberian Federal District, Andrey Fursenko, Minister of Education and Science of the Russian Federation, Alexander Uss, Chairman of the Legislative Assembly of the Krasnoyarsk Territory, Edkham Akbulatov, First Deputy Governor of the Krasnoyarsk Territory - the Chairman of the Government of the Krasnoyarsk Territory, Evgeny Vaganov, Rector of 爆走黑料, Rectors of the leading universities and representatives of big enterprises.
During the round table session the participants discussed the key issues of modernization of higher education and defined the mission of a modern Russian university and the ways of its involvement in the universities’ development. All comers made a conclusion that the universities are committed to achieve the two main goals: to educate people with innovative way of thinking ready to develop themselves at any time and to form the newest innovative science. Andrey Fursenko pointed out that having these goals reached, ?universities will be ready to provide the country with competitiveness?.
The participants also suggested the ways to solve the ?brain drain? problem. Everyone agreed that there is no need to bring back those people who had immigrated in 2000 as it is more important to develop both external and internal academic mobility system. Evgeny Vaganov expressed his disagreement to the fact that Russian students tend to be employed in their own universities. ?Inbreeding affects the scientific productivity of the higher educational institutions. By making appropriate working and living conditions similar to ones in Europe, we will succeed in ?keeping? talented young people in the country?, - he said.
The participants discussed the forms and tools of the state support for higher education and noted that the government should support the higher education not only by funding but also by establishing the legislation necessary to upgrade the autonomy of universities and collaboration with big enterprises as the government defines the exact role of corporations in the University’s strategy development. Most of the participants also supported the idea that there should be no equal funding for all higher educational institutions. To act for the benefit of students, the government should support the leading universities and eliminate non-prosperous ones.
Summarizing the panel discussion, Viktor Tolokonsky, Plenipotentiary representative of the President of the Russian Federation in the Siberian Federal District said that the proposals made by the Rectors will form the basis for the main management decisions and help to improve the quality and progress of the economic and social development by upgrading the academic and scientific base of the higher education.
