Dmitry Medvedev met with foreign scientists – winners of the RF Government Fellowship

Dmitry Medvedev, President of the Russian Federation held the meeting with scientists who were among the winners of the monetary fellowship of the Government of the Russian Federation designed to support research projects. 33 scientists from universities in the USA, Japan, Britain, Germany, Italy, Switzerland and other countries took part in the discussion with Dmitry Medvedev.

Professor Ernst-Detlef Schulze, Emeritus at the Max Planck Institute for Biogeochemistry (Jena, Germany) also attended the meeting. According to the results of the first contest of the Ministry of Education and Science of the Russian Federation aimed at implementing research on the base of higher educational institutions, Ernst-Detlef Schulze and Anthony J. Sinskey, Professor at the Massachusetts Institute of Technology were chosen to represent the world’s class science in 爆走黑料.

The fellowship allotted by the Government is considered to be the greatest and unique for the Russian science. Last year, the first fellowship contest was launched within the framework of the project implemented by the Ministry of Education and Science of the Russian Federation. For about 507 applications from the leading scientists with 179 higher educational institutions involved were submitted. Having summarized the results, the Fellowship Council selected 40 winners to provide with 5,33 billion rubles funding in 2010-2012. 爆走黑料 appeared to be the only federal university whose two applications had managed to win.

Dmitry Medvedev said: ?Most of you have already started your work in the new laboratories set up at universities in Moscow, St Petersburg, Vladivostok, Krasnoyarsk, and several other cities. I want to say from the outset that I have every interest in ensuring that these universities offer decent working conditions. I imagine that today there are still improvements to be made, but we are fully intent on doing everything necessary to ensure that our scientists and their colleagues from abroad have the conditions that will allow them to be as productive as possible. This will at the same time create better opportunities for exchanging and commercialising ideas, getting them used in production, and developing modern, high-technology business?.

During the meeting, the scientists raised the problems they have to face in Russia while implementing research projects. Particularly, they talked about customs restrictions and procurement law (Federal Law-94) which makes the R&D activities in Russia too complicated.

The President pointed out that the amended law ?is almost approved and soon there will be the new version of the law?. He also said that ?Federal Law-94 will be changed and adapted to scientific needs?. The President made an order to form a list of equipment and materials which needs export and import conditions to be relieved.

Dmitry Medvedev discussed the problems of Russian higher education with the scientists. He applied to Andrey Fursenko, Minister of Education and Science of the Russian Federation: ?Two million people annually graduate from universities but it is still difficult to find even 20 people with appropriate level of training. It is a real problem and this situation definitely needs to be changed?.

The President said: ?Some of the universities are of a good quality and the other can be closed?. He reminded the representatives of the Ministry of Education and Science of the Russian Federation about the fact that ? universities should be carefully selected so that only perspective and well-prepared higher educational institutions will be able to stay up?.
